That's because the earth takes 23 hours, 56 minutes to rotate once on its axis.

During that time, it has also moved in its orbit and it has to rotate for 4 more minutes in order to achieve the same orientation with respect to the sun--that's where we get a 24-hour day.

The sidereal day is 4 minutes shorter than the 24-hour solar day, so it would rise about 4 minutes earlier (9:56 pm).
