You can't simplify the number 28. Its pretty simple already. What is the question you're trying to answer?

take the prime factors of 28
prime numbers are essentially numbers which do not have factors other than 1 and the number itself. Prime factors do not include the number 1.
For eg. 2 is a prime number because it has only 1 and 2 as its factors
therefore for 28, start divinding 28 by prime factors starting from 2:
28/2=14
14/2=7
since 7 is a prime number, you stop there
and 28 is expressed as 2^2*7

One way is to reduce it to the prime factors that make it up (multiplying prime numbers to get 28)

28 = 2*2*7

u can't simplify a single #, only a fraction.
ex: 2/4=1/2
