the hot water works just fine but it seems that the cold water never really gets cold. I let the water run every morning and at best it gets slightly better that room temp. The issue is consistant throughout the house

do you have a check valve and the cold water inlet side of water heater,do you live in a warm area?pipes may not be in the ground deep enough,solar heating

You don't mention if you have your own well or are on a city or municipal water supply. If you have your own well, then the water should get colder than room temp. after you empty the resevoir tank when you turn on the faucet, depending on how large that is, it may take some time. If you're on a municipal supply, (if you live in a town or large city), then it may not get real cold..

In warm climates this time of year it is common. Pipes are not buried too deep and summer soil temps are at a peak right now.
