Not really. A simile is a comparison that uses like or as. In this sentence the word like does not make a comparison.
Compare: Since the day we met, my once-leaden feet seem as agile as Mercury's winged shoes.

It may be a simile, but it isn't a complete sentence. There is no subject or verb for the main clause. Since the moment I spotted you, WHO DID WHAT that was like walking around . . .? An example: Since the moment I spotted you, I felt like I was walking around with little wings on my shoes.

No. But it's pretty enough to put on a greeting card to someone you have a crush on. A better example would be:
"The very first instant my eyes were graced by your presence, I was on Cloud 9. Like I was walking around with little wings on my shoes".
