Delta = b^2- 4c

If c is negative, then Delta will be non negative forall b.

If c is positive, it will depend on the value of b

b^2 >= 4c

So, if b = 0, then c will be 0 or negative

If b = 1, then 1 >= 4c and the same will happen

If b = 2, then 4 >= 4c, anc c belongs to the integers between -10 and 1

If b = 3, then 9 >= 4c, you have to add c= 2 to the former solution set

If b = 4, then 16 >= 4c, you can add 3 and 4

If b = 5, then 25 >= 4c, and c will be an integer between -10 and 6

If b = 6, then 36 >= 4c and c will be an integer between -10 until 9. For b between 7 and 10 you can accept any c

So, now calculate how many possibilities you have and find the percent.

Errrmmmm........ You better restrict that to 'factorable into the form
(x±p)(x±q) where q and p are integers' or you're gonna be all night long ☺
