GTA IV vs. GTA San Andreas!!!?

Hey peoples I was wondering does gta iv have the ablity to buy and chang clothes, go in to radom bulidings, eat in a resturant, and date girlfriends???

I'm not sure if you will be able to buy clothes in GTA 4, but I read in a magazine that in GTA 4 you wont have the option to change the physical appearance of the main character (haircuts, more muscles). I hope that Rockstar at least gives us the option to buy new clothes though.
