I can see the video now - "Honey, I shrunk the dolphins!".
It might be able to be done someday, but at present all you can use is selective breeding, and you would have to breed small dolphins with other small dolphins, and continue using the smallest of each generation as breeding stock. Part of the difficulty with this is that it takes 5-8 years for dolphins to be able to reproduce, and they have a 12 month pregnancy. The young nurse for 3-5 years, so a female isn't likely to have another calf until the previous one is weaned. So expect this to take quite a few centuries before you get anything that could be kept in a commercially available home aquarium.
In the meantime, there's a relative of the elephant nose fish called a freshwater dolphin. I had a woman contact me trying to find out what type of fish it was, because she had one about 12 years ago. Her daughter taught it to swim through hoops (plastic bracelets) and they'll eat out of your hand. They even resemble a bottlenose dolphin to some degree (see the third fish in the first grouping of three in this link: http://www.wetwebmedia.com/FWSubWebIndex/mormyrids.htm Maybe one of those will do until you can get the "real thing".

I thought I was the only one to give this a thought. I am almost positive that in the future with DNA manipulation .We will have such pets , I'll probably be gone ,but maybe the grand kids will have pet dolphins and even whales that fit in an aquarium

I thought of shrinking my sister really small so i can step on her but that's basically it.
