The Kyoto Treaty permits it, India is doing what they are legally permitted to do (they signed the Kyoto Treaty).
One of the main reasons the U.S. did not sign the treaty, even though we already do most of the stuff that is required of us) is because of the high levels of pollution permitted for China and India.

Nope....
The government of India has other priorities..... They have a huge economy, and an even bigger lower class / poor....
They place the interests of the economy ahead of that of the poor, which means that they will give companies a pass on pollution control, if they continue to hire from the lower class.
Like China, there is an endless number of poor to fill the labor pool... until that changes, the environment will always be "second fiddle", and crimes against the environment will contineu to be overlooked.
Protecting the environment costs, and is a luxury that only the rich can afford.

The Indian Gov. is not doing nearly enough to control pollution in India. Not to mention street magic. That stuff is out of control.
