The insulating contractor should have plugged them. Measure te size of the holes and contact an insulating contractor to find the plugs.

With the way you worded your question.. Im betting the insulation was installed some time ago, and you may not even know who did the work. Im also guessing that this is not vinyl siding.

These caps, or plugs, can be found at 'most' hardware stores, but not all.

You probably need about a 2" plug (grommet is another name for this product). Measure to be sure, or better yet, take an old one with you, when you go shopping.

If you do not find some quickly, then goto your local businesses, and see who is currently doing blown in insulation, they probably have a source for these, and probably even have some in stock.

Do NOT use SPACKLE lol... I had to laugh at that one. Spackle is an INDOOR product used for SMALLER holes... NOT 2" diameter, and NOT out in the weather.

If you absolutely have to use some sort of filler, then go with a mortar or epoxy product. Both can be sanded smooth, and painted afterwards, AND will be weather resistant.

If you can't find plugs, you might try spackling compound. If you're not familiar with it, it's like putty, dries hard, and is sandable and paintable.

most hardware stores sell them if you cant find them call a siding and window place im sure they can hook ya up
