NO he won't.
That's going to be left up to the person who takes office. Much like Regan leaving it to the next person to pay off debt incurred under his regime. What happen to the next person was in office for 1 term.
Who would that have been Bush Daddy. Remember "Read my lips no new taxes."

No war tax....no draft....no rationing and most of all, no news on the 'news' about what's actually happening in Iraq. There's hours and hours of right wing radio propaganda and of course 'FOX', but that isn't 'news'....it's entertainment! Billions of borrowed dollars everyday go into this Iraq rathole, never to see the light of day again. Most of it goes to graft, theft, waste and hefty profits to a few well connected corporations who tend to kickback some of their gains in the form of 'campaign contributions' to the GOP...or more particularly those GOP politicians who support staying in Iraq until the last dog dies. If the US public actually had a stake in this occupation of Iraq we probably would not be in Iraq. Certainly had the Bush Junta stated that there would be a war tax to pay for the invasion of Iraq there would have been a lot more debate. If there had been talk of a draft the process of going to war would have been strewn with far more than symbolic objections. Borrowed money, a mercenary armed force, massive propaganda in favor of 'staying the course' and the creation of the Saddam loving, American hating, surrender monkey 'liberal' strawman has totally screwed the national pooch. No matter how much Bush shoots off his mouth or how many generals 'believe' that 'the data' shows we're 'winning', we're not. The war was won three weeks after it stated...the occupation will be generational!
