The whole is 100%,

so if one region is x%,

the remainder is 100 - x%

The whole two regions would make 100%

If you know one region's percentage,
than the other region's percentage would be 100% minus the amount known

Example:
region A+region B = 100%
If B is the region known and = 34% than
A= 100% -34%
A= 66%

Is that what you're looking for?
