You can't buy wild animals. They belong in nature and are illegal to purchase as pets. If you really care about these animals, you should try to save their habitat in the wild so that they can continue to exist in nature on the planet.

Both are pretty much illegal to own as pets. Sea otters are endangered and so are a lot of species of seals.
It's not a good idea to have exotic animals for pets anyways. I'm pretty sure seals and sea otters smell bad since sea animals tend to have smelly poops.
