I would guess any make / model you like that would happen to be parked unsecured somewhere? (just kidding) Seriously, you could as stated, look in the classified ads, traders etc. You say "cheap" I don't know your definition of cheap.
I know a guy that constantly looks for and has bought numerous older foreign motorcycles off and on at garage sales that didn't run for as little as $50.00. Cleaned or rebuilt the carb(s) cleaned the gas tank, it was up and running with only a few hours time in it.
He buys them with or without a title, the ones that have a title he fixes up and sells, the bikes that don't become parts sources for other bikes or just parts for sale.

Two places that have worked for me:
Craigslist.org.
Eyeballing the side of the road. You never know what you'll find out there. It might be one with a for sale sign, it might just be sitting there for a long time. There's a guy down the road from me that has a Honda under a tarp. I see it when the tarp blows off. It just sits there. I'm considering asking about it. I need to get one for the XYL.

Thats about the only place i know of.
Also eba dealers or dealers that sell them on ebay usually send a video or cd for you to watch before attempting to put one together. Also a local shop may put one together for you for a fee of course.
