My younger sister who is 14 years old and lives in New York, is talking to one of my friend 18 years old who lives in Florida, they talk about topics like, "he ask her your fantasies, past love life and thing like that", My question is, is their any law on the books that can help me solve this problem.......?

He could be charged with intent to solicit a minor if, and only if, the two of them discussed meeting up or him taking a trip to see her.

Not unless you have legal guardianship. I suggest you tell your parents about the problem. Your parents CAN legally stop all communications from him.
