How long could a person spin around in circles in a chair? and if spinning counter clock-wise, how long would it be before they felt the effects of traveling back through time? and how much spinning would it take before the spinner inevitably died?

If no external force continues to act, the chair will stop after a few minutes due to the friction of bearings.

Whether spinning clockwise or counterclock-wise, you can't go back in time.

You will not die due to the spinning, but may become dizzy, esp. if you keep your eyes open. If the spinning is enormously fast, you may become unconscious.
