Give the 10 to Fuzzy; though I cannot imagine doing that. I do agree however that it's probably better than burning them. I just more enjoy the idea of them not becoming part of the next milleniums archeaological discoveries.

Lay the tires flat then have a couple peices of plywood cut just a little bigger than the tire diamater. Using a screw gun screw in several deck screws from the wood side into the tire to secure it to the plywood. Flip the tire, wood side down and fill it with concrete and let it set up then unscrew the plywood from the tire and repeat as needed.
Those 80.LB bags of redimix doesn't go far so buy a lot of them.

Assemble a bunch of tires, and get yourself some re-bar to keep this things from shifting with the weight of the soil that's on top. If this wall is going to be kind of high I suggest if it's possible to terrace them, kind of like steps, as I've seen them buckle if raised to high. but it does work fairly well.
Asemble like a blockwall, staggered. fill tires as you build (Be sure to get a permit first, neighbors tend to frown on improvising .)

Check with your zoning commission or building commission first. It will save you from having to tear it out when they order you to. Used tires are considered an environmental hazard in many places. And then you will have to pay to get rid of them.
