when Dubai has big projects,
the palm islands, large buildings, etc...
how come they hire European companies and people to do the work?
Why don't the musleums do the work?
look at all the palistianians, iraq, etc.. that are out of work.
they can use the work

First of all, being muslim is not an all inclusive caption There are two main "interpretations" .. sunni and shiite ... and they don't always see eye to eye.

Secondly, the project owners award turnkey contracts to the company that offers best value for money. Then this company (which can be European, American, Indian or from UAE or whereever) decides on what manpower to employ.

The manual labor is sourced from where it is cheap. They laborers can be from Palestine, Pakistan, or whereever.

However, for the UAE authorities (and for other countries in the region), it is not a comfortable situation if there is a "too large" foreign population from a particular origin in UAE as this can result in political instability.

Current rulers are not so concerned about helping their "muslim brothers" as they are about preserving their power and the wealth of their own people (instead of the wealth of foreigners).

This issue has for years been discussed (discreetely) in Saudi Arabia, UAE, Kuwait etc.

What are musleums? Never heard this word before.

Your question is easy to answer. For large projects like stated in your question the UAE do not have the sources to do/plan it on theirself. Therefore European and other Western companies are involved in the planing etc. and their knowledge is still needed (it's just a matter of time until this will change). Here we are talking about top jobs in the management.

The manual work will be done by the cheapest labours who mostly come from the Indinan Subcontinent. Religion stops where money is involved. Also many subcontractors are Asians and mostly the firms try not to mix up with to many nationalities. That could cause problems in labour camps where workers live together.

But you will find many Palestinians and iraqis working in the UAE in other jobs.

Please note that of the entire population living in the UAE only 15% are Emiratis. All others are Expats and in general certain Expats are doing certain jobs (even doing the same job the salary depends on your nationality).

From what I've seen, they may contract a large European (or other) contractor but most of the manual labor is indeed from muslims from poorer countries (especially South Asia). My guess is also that they are still able to pay South Asians a lower wage than they would some of their fellow Arabs since the labor law is not that strongly in favor of worker protections.

As for conflict affected populations like Iraqis or Palestinians, most countries in the region worry about potential refugee caseloads (especially with the Palestinians) so they may not often choose workers from these groups.
