There are reptile rescue groups in many parts of the world that have snakes available for adoption. In some locations, animal shelters also have snakes available. Your question doesn't say what country you're in, much less which state or province, so I don't know which reptile rescue group or animal shelter to refer you to. One thing to be aware of is that keeping scarlet snakes is illegal in some places. For example, it's illegal throughout the state of Georgia (in the United States). Be sure to check and make sure it's legal to own a scarlet snake where you live.

As for what to feed the snake, that depends on the snake's size and other factors. What's certain is that when feeding whole animals to a snake, they should be pre-killed, NOT live. When live rodents are fed to snakes, sometimes the rodents will bite the snakes and cause them serious injury. Pre-killed food is much safer. Another reason to use pre-killed food is that live animals fed to snakes often suffer horribly before dying. I'm not certain to what extent rodents or other whole animals are needed in a scarlet snake's diet. I've never kept a scarlet snake, but know that in the wild a significant part of their diet is the eggs of other reptiles. I've never even attempted to purchase reptile eggs, so I don't know whether they are a practical food option for captive scarlet snakes, but it's something you may want to look into. A reptile rescue group will likely have an expert available who can tell about creating a balanced diet for a scarlet snake.
