I have Sprint, If I call someone on the Sprint network would the minutes be free?
I know that Sprint has a 'mobile to mobile' plan for $5.. but if I don't PAY for the plan, but the person who i'm calling DOES.. would the minutes be free? or would they still count since I don't have the service, and the person I am does?

Yes, but No.
Sprint's OLD Fair and Flexible Plans did not automatically offer "Free" mobile-to-mobile calling. With those plans, you had to add a $5.00 per month option to get that.
The New Plans are called "Power Pack" plans, and they offer mobile-to-mobile AND free roaming with no extra charge.
So YES, if you have a power pack plan, you get free mobile-to-mobile calling to other Sprint And Nextel users.
But NO, if you have an old plan you have to pay for m-2-m calling.
You can switch from the old plan to a new plan and usually save money. The trick is that plan changes are revenue-impacting changes, and require the customer to sign a new 2-yr contract, in most cases.

We have Sprint and I'm fairly sure Sprint to Sprint calls are free.
If you call a non-Sprint phone you would get charged the minutes.
It doesn't matter what plan the other person has...you would have to have a mobile-to-mobile plan too. They wouldn't get charged if they had it, but you would.
