Does any one know what this quantifier means in English and its truth value?

∀x ∈ Z (X-1 ∈ Z)

This statement reads:
"For all x in Z, x-1 is in Z"
(where "in" means "is an element of").
You should be able to determine the truth value of that yourself. Z is presumably the set of all integers, as in normal use.
