If your computer has Microsoft Office, there is a program called "Office Publisher" on it. You can use Publisher to make collages using photos or clip art.
Start with a blank publication and then search for clip art or photos. On the tool bar on top you can find "Insert". On the drop down menu you will find Picture. When you click on that you will have a choice between Clip Art or Photos. Choose either one, find the item you are searching for and add it to your page. You can also add text and word art. There are also a lot of graphic designs you can use as well. Publisher can be a lot of fun and a great tool for a creative mind.

Do you just mean the photo collage? If so, there are many programs that can help you with this. One of my favorites is Photoshop elements. Open any of the pictures you would like to incorporate, and then copy and paste them all into a blank canvas. You should then be able to move them all freely. I'm not sure how any other programs might work, but they're all relatively the same. Good luck!

There are over a dozen things in the picture, all made differently. Do you want to make collage pictures, which that might be a bad example of? Clarify if you want a reasonable answer.

A collage? You just cut and paste images or photos of that stuff on a piece of paper.
