After the 1993 World Trade Center bombing, then Mayor Giuliani moved the city’s emergency commend center to the WTC. Why would he place the command center is a building they know is a potential target? Does this show good judgment? Did it cost lives on 9/11 because the command center was destroyed?

Interesting, I seem to remember (was working in the city back then) law enforcement thought it is was a dumb place but maybe I remember incorrectly.
I doubt that it would have mattered if it were located else where, by the time anyone showed up there would have been little they could have changed.
