Also could be: baggage, beggar, bimbo, bo, bum, derelict, down-and-out*, drifter, floater, gypsy, hobo, hussy, jezebel, loafer, moocher, outcast, panhandler, stiff, strumpet, tramper, vagabond, vagrant, wanderer

Note: According to Roget's New Millennium Thesaurus, a hobo is a migratory worker who likes to travel, a tramp travels without working, and a bum does not travel or work

bums, tramps and hobo comes to mind.
I would think that if they were that poor they wouldn't be on the internet. Some are mentally ill and there are shelters for them in most towns. But you can't use drugs or drink alcohol at these places so most opt to live in cardboard boxes instead of a clean bed, shower, clean clothes and even a chance to work or get medical help.
