I have the outline of the biohazard symbol on my upperback.
It's just the outline and only in black, probably 3 inches tall and 3 inches wide.

I wanted to get a fairly large dragon and maybe some water or something in the background that could cover up the outline of the biohazard symbol.
This dragon would take time and lots of money of course, which I am willing, and will possibly have color, if not just black and white.

Is this possible with a good tattoo artist, and does anyone have any stories like this?

A friend of mine recently covered an old tattoo she didn't want people to see with a butterfly. The designs in the butterfly camouflaged the old design (dragon scales could do the same thing) and you can not see the old design at all. It looks good.

I had a pal as soon as who included a tattoo on his arm with one other tat. The new tattoo included the historical one wholly, you could not even inform. He mentioned it did harm extra and for longer than a recent tattoo... possibly on account that tattooed epidermis is scar tissue? Not definite the purpose despite the fact that I do comprehend it is far inexpensive and no longer as painful as laser elimination, which does depart a hint of the tat at the back of.

It takes an accomplished tat artist to reinvent a former tatoo. Ever thought about removing it by laser? Some physicians are offering this service at a next to nothing rate. Check it out.

Yes, you can, and it won't "look weird" at all. The bio-hazard symbol fits it nicely with a dragon motif and can be well incorporated into the body of the beast. Something "Tribal" in nature would also be good. Good luck.
