it can have a positive slope or a negative slope

"Increasing" means only that if x1 < x2 then f(x1) < f(x2) for any x1, x2 in the domain. Lines may definitely be "increasing".

Similarly, "decreasing" means that if x1 < x2 then f(x1) > f(x2) for any x1, x2 in the domain.
