Removing the possibility that it may be true. To rule out: definitively remove from possible scenarios.

Perhaps in this instance, they are not excluding the possibility that the occupants of the other car are lying and were, in fact, racing.

"ruling out" means that it's not impossible and so should not be crossed out with a ruler (a line drawn through it).
