Try Apache server and you could host website on your computer.
But if you create website and if you like to run your website 24/7 from your computer, you will have to switch on your computer all the time and it may damage your computer in the long run.
If you intend to create a few websites (usually you will end up more than 1 website), go for multiple web hosting where you could handle your websites in one account.
If you like to create websites (usually you will end up more than 1 website, I got more than 100 websites in about 6 months' time), go for multiple web hosting services where you could host all your websites in one account.

Yes you can, if you have XP Pro then you can use Windows Personal Web Server, but a better option would be to use Apache Web Server which will run under any version of XP and should give you better performance. This is not however, something which I would recommend other than for yourself as a testbed for your own website development, blocked off from the internet-at-large. From your question I would guess that your knowledge of networking is minimal and it would be extremely easy for you to expose your computer to all forms of attacks due to poorly planned and executed security planning. In comparison, a basic hosting plan should only cost you around $4 a month at either godaddy or 1and1 providing you with better bandwidth, no downtime, and last but not least - no chance of a hacker hosing your home machine.

Sure you can, but it's a very bad idea, because you lay your computer open to all the hackers that routinely try and crack every site that's made. Also home computers have nowhere near the processing power of a server, and you would have to leave it on all day and all night, which won't do it any good. Plus, it will slow it down when you want to use it yourself.
Most people don't even realise that people are regularly trying to break into their sites. The only reason I know is that I have put monitoring codes on mine, to catch bugs - and it shows me what they're up to (not intended, just a side-effect).
PS. If you want a really trashy website, use FrontPage to create it.

Yes you can...
I have used Apache which is an opensource (free) web server program on an Windows Xp laptop to test web pages I was writring with PERL for a class I was taking. Since then I have used Microsofts Visual Web developer which has an integrated web server for testing.
If you want to serve pages on the Internet or on an Intranet your will need to have a static IP address (one that doesn't change each time you log on).

Yes any computer can be a web server. Note if you get much volume traffic it will be overwhelmed it short order. That is after all why they make servers.
Front Page is easy to use to set up your web site but so are lots of others.

Yes! IBM Websphere Application Server is one end of the spectrum. Apache would be the bare-bones other end.

Not practically. Why would you want to? Server rental and hosting is fairly cheap and ready to go...and works.
