Well...actually, it's because when everything used to be hand-written, it was too easy to change and F into an E.

I've always wondered that. But then, i figured that they use E for excellent in conduct, so that's why they don't use it in the grading system.

They use E in Elementary school, it's the equivalent of an A (atleast in Florida)

F is for Failure....and sound worse than E
