Yes, I live in Spain, And there is a Heavy fine, if your asked for your ID card, and you haven't got it on you. Also if you use a credit card, The ID(NIE) is also required.

Well I always have my driving licence with me so that is a form of ID.

no, its not safe to round here. if someone stole your bag with your ID in you'd be screwed. i only take my driving licence out when i go out clubbing.
