Those are specific answers (2nd one is good).

A more general answer is: when Earth is in conjunction with Jupiter, that is when there is a straignt line that can be drawn in the ecliptic plane between the Earth, the Sun, and Jupiter, with the Sun in the middle.

According the the Jet Propulsion Lab, this will happen on Dec 21st, 2007, at 07:01 UT. Jupiter will be 6.234824 AU's away. The next maximum will about 13 months after that.

EST = UT - 5 hours (if you happen to be in Eastern Standard Time).
