I think in some point in time YES it could be controlled. Look at "Global Warming" If we use something, it all comes as a cause and effect. I think that maybe in the future when mad scientists discover a way to control CLOUDS, WIND, and TEMPERATURE in GLOBAL scales, then YES, but right now, I dont think so.
