and what is the right mixture to make it moldable? ( i want to build some transition up a wall)

I have always had homes here in Florida with Pools,,, some I had installed. This sounds so much like a Q that should be answered by pool installers. Gunite shooters, etc.

The proper formulations are readily availabe in the WWW.

To Skim, or coat "half pipes", etc, is at the very least going to take a wire mesh, or a FORM to pour into.

I have no clue where you are, but in the WWW you might want to connect with City agencies that offer that type of facility in city limits...Orlando is one, and ask them if they'd share their porcedure; then scale it to your needs.

Don't use premixed concrete in bags as it will cost you a fortune, Have some loose ballast delivered with some bagged cement and mix it yourself. mix it by volume of 6 ballast to 1 cement. 4in thick is good but if you want it stronger you could add reinforcing fibers which you can get from most builders merchants. 1metric tonne of ballast (2200 lb) will cover approximately 50 sq ft so you would need about 5 tonnes of ballast and 20 bags of cement as long as the cement weighs the same as ours in the uk each bag 25kg = 55lb

if your using the bag type just mix water till its stiff, like cookie dough,
very little at a time,
something in the 46,000 lb range,
[strength of concrete.]

if you're going to build a full size skate park i suggest you call in a professional company for advice, it ain't going to be easy. have you a design in mind or do you need a design.
a professional would be able to help.
mind you if your going to build a skate park you must know some skaters, ask them they may now something or someone.
