That's hot! Maximum processor case temp allowed is 160°F. Try reseating heatsink with a fresh THIN coat of thermal paste. Also move your PC away from the wall or corner for better ventilation. You could also opt to add a case fan or replace your case fans w/ better ones. Consider better cpu coolers from Arctic, Zalman, Thermaltake, etc.

Your processor should be running at around 110-120 F This probably means that you A. Have dirty processor heat sink and the fan is not moving the heat from the heat sink. B. Your thermal compound could be dried up causing the CPU not to transfer the heat to the heat sink correctly. C. Your PC case does not enough air circulation to remove the heat from the box.

Is this idle or under load?

it is a bit warm though. its all done in Celsius, which converts to 60C - 77C

Idle should be in the 50s and under load should hit 70s. It all depends, the celeron is Intels cheapest cpu so if you overload it too much it can buckle down and get a bit warm. Just try to clean out the case, make sure you have proper intake/exhaust air flow. Use some compressed air to clean out dust, and make sure you hit the hsf with it too, it could be clogged with dust/dirt.

it is running hot you need to check you have a good air flow a gap round your tower check the fan is clean and most important is running if this is ok and problem persists
it could mean the cpu needs reseating check warranty
hope this helps good luck
