Lawnmower keeps puttering?

I have a push mower and one day it just started puttering in and out. It would rev high then low and act like it is going to stall.
Any troubleshooting ideas.
I have full tank gas, oil and throttle on high.

Chances are the carburetor needs to be cleaned. When it tries to die the govnor opens the throttle to prevent it.. That is why it runs fast and slow.
