When the tire is turning the chain is to lose then gets to tight. Both sprockets look fine.

the chain is stretched..in places

first, thoroughly lubricate the chain. I mean thoroughly.
Then remember that when you adjust the chain, you need to have someone sitting on the bike who weighs the same as the rider. setting the chain tension with no one on the bike means that when you sit in it to ride, the suspension bottoms a little and you put tension on the chain as it stretches. Check your manual and it will give you a measurement for how much play should be in the chain when unloaded, this gives you a starting point.

If you turn the wheel one way it will seem normal, turn the other way and it will seem tight, should have slack while in neutral, put in gear and let out a little clutch and chain will tighten.
