Last year my friends and I were all Madonna but different Madonna's. She has so many different looks, it worked out great and everyone loved the idea.
You could also be:
Spice Girls
Pageant contestants
Disney characters (Belle, Arial, Snow White & Cinderella)
Different occupations - (cop, firewoman, construction worker & mail woman)
Different sports - (soccer, football, baseball & basketball players)

How about Titanic? The pattern books in the fabric store will have the dress patterns, and you could buy quarter inch foam to build a rowboat to go around you. You could hold the boat up with your hands because in real life you'd be holding onto the sides of the boat anyway. Just use the boat for the judging. Tie styrofoam chunks in your hair to look like ice.
Or you could be Indian maidens in a canoe.
