I really haven't witnessed to much activity he has been in to make a decision. But, according to old Bush , he said he looked Putin right dead in the eye and that he can tell a good person when he looks them right dead in the eye, that he will be honest and Putin was a good man and he stands behind his words.
If Bush can look at himself in the mirror right dead in the eye I wonder what he sees , I see a complete liar , hypocrite with dead brain cells, what do you see?. I wonder what Putin seen because he doesn't like Bush at all.

no, he is trying to show that russia still has relevance in the world stage, of course that is from the huge amount of money they are making selling oil to the west. if he were to start something with US or Europe, he would loose his oil income and go back to being a broke 3 world power

what he's been doing is a big stage show to get attention
