Danny Bonaduce strummed his bass on the old "Partridge Family" TV show. Ludicrous and hilarious.
Anyhow, since I presume you're talking about electric bass, you generally just pluck the strings.
Upright acoustic [double] bass is plucked and/or bowed.

Depends on the tone and style I am playing. Finger playing gives a rounder, softer sound whereas a pick gives you a more "plunky" sound with faster attack on each note.
And don't forget the funky slap-n-pop style.... no pick for that.
It's just a matter of choice and style of playing.

You can, I think it's easier to use your fingers though.
And yeah, the guy above my answer really doesn't know the keyboard all that well seeming as though he used a comma instead of an apostrophe. Wow..... people these days.
