Have you tried calling Home Depot, or Home Hardware if you're in Canada, and asking about garage packages? I know Home Hardware has them, pretty sure about Home Depot. That would give you a materials estimate. The guys in the store could tell you what skill level you should have, and they probably have people they can send you to for building it if you need that. You probably have to call or go in, I don't think they do this stuff on line. You'd need a foundation of some kind too.

This size may require a building permit from your local government. They will require you to build footings at a depth below grade determined by the freeze line. In Ohio it is 36 inches. Then you would place block on the footings just above grade. Framing, roofing, electric, etc... would follow suite. For at least the footings, the local building deptartment may require you to have plans stamped by a P.E. prior to their review. Other parts of the project would also need to be inspected per the permit you would have to get.

Easier route would be to build a garage kit from a lumber company like Carter or 84 Lumber.

many hardware companies sell "Kits" that contain the plans as well as all the lumber and hardware to construct such a building, this can save you as much as 1/2 the total cost of having a contractor build it for you.

First, pour a concrete pad, then 2x4 frame walls, 2x6 roof trusses and door headers, install wiring then insulation if needed, clad the exterior with siding, brick etc, finish the interior with drywall if desired.....
