I need to solve for V

Since there are V's to the first power, you don't have to use the quadratic equation. First get V^2 to a side by itself.
Divide both sides by ... KM/r
V^2 = Fr / KM
Then get the square root of both sides
V = +/- sqrt(Fr/KM)

F=KMV^2/r
rF = KMV^2
rF/KM = V^2
V= +/- sqrt(rF/KM)
