So just to clear it up a bit I'm laying a new patio stones over a solid concrete base.

What it the best material to use, also do i use it wet or dry?

With all due respect I'll hope the SLAB was already there and you just want to finesse it and make it more aesthetically pleasing. I'll also assume that the patio STONES won't interfere,,, in the added height,,,with anything.

That said, and without knowing at all what you might detail or define as patio stones; might they be common paver type, slate, custom formed, natural ROCK, perhaps milled?

If you were to set them DRY, you might consider BUTTING them tight enough to not move and Bordering the patio to help facilitate that. very honestly I can't imagine setting them WET unless they are as thick as a brick.

Also without knowing your intent or composition of the "Stones" or any decorative pattern you might be thinking; I'd suggest working that out first; as well as any possible CUTS to any STONES at the perimeters.

Also, also,,,and with all due respect to the answer stating "GROUT"... I'd not bother. If you MUST wet set them in mortar it should be an exterior grade; possibley a Poly blend; but if I was doing the job, and you wanted SPACE between the stones; I'd probably do enough mortar to squeeze up between stone spaces, smooth it with mu finger and let it go at that.

You want to use a wet base of mortar and sanded grout.
