Bell.
The trouble with Dunn is he's a terrible TD producer. Norwood is much more explosive, and it is only a matter of time before he starts to seriously eat into Dunn's carries.
Bell should be reasonably productive, but he's a fumbler, and wears down badly near the end of games. Shanahan kicked him to the curb for Dre Bly and a bag of Skittles for a reason.
Be aware that Kevin Jones made the active roster and is practicing. He's a long-shot to retake his starter job, but he could take cheese from Bell if he doesn't produce. Week 6 is when most "experts" seem to think Jones could reappear.

W. Dunn is going to be splitting at least some time with Norwood, who looks to be the future. In addition, with such a terrible passing game, teams will surely be stacking the box against Atlanta and stuffing the run.
T. Bell is this year's R. Droughns, M. Bell, O. Gary. When will people realize everyone is great behind Denver's O-line? Of course, I picked up S. Young because if he gets a chance to play behind T. Henry he'll explode. But would I take him next year when they trade him? Nope. In addition, T. Bell is playing on a team with K. Jones (the true starter when healthy) and T. Duckett.
If I had to choose between these two I'd pick up T. Bell. But, if possible, I'd explore other options.

Warrick Dunn will play all season and is now Atlanta's main threat; the lions really like to throw right now so Bell won't get in the end zone that much. I'd take Dunn
