The best costumes I have found generally stem from current events. Check the newspaper and see what's happening. A few years ago I went as an Enron exec. I wore a prison orange jumpsuit, an Enron hat ($5 on ebay), and carried a tennis racquet (they don't go to real jail).
Something you could do now would be Sen. Larry Craig. He was arrested for solicitation in a mens room. Just wear a suit, no pants, and carry a roll of toilet paper. People may not get it right off, but they'll probably get a good laugh when you explain it.
Get creative....

I saw in your other questions/responses that you have some old raver clothes. You could just put those on and go as "90s Guy." This would be a cool take on the "hippie" costumes people always wear.
Just dress up in some old jncos and a Blink 182 shirt, carry around a big portable CD player, some VHS tapes, maybe some floppy disks.... god, I feel old....

chick magnet- cut out a magnet out of cardboard. paint black with white tips.
buy small stuffed chicks and glue them to the magnet
operation man- buy online or make- cream long sleeve shirt and pants (scrubs?) get fabric markers- paint/draw on the game pieces to be removed
used q-tip- get blue or white shrt and pants (depends on the color you prefer) attach white batting (craft store filling for pillows) to your shoes and to a ball cap or knit cap.... put yellow/orange paint on it - cut out q- tip and pin letters down your body-

i was a trash bag last year . it doesnt cost u anything !!! and its sooooo funny . You might also get 'white trash'. thats what happened to me .
