Publishers won't want something people have read on the internet. If someone can get it for free on the internet then they will not want to buy it in stores. It is important for an author to not post works they wish to publish on the web. Other than that, if people can read a story on the web they can steal it. It's as simple as that. My advice is to write your story then go through the publishing process. Don't risk losing your work over the internet. The again, if you don't want to publish for money you can always write on the web. It's great for developing your style and getting constructive criticism form fellow writers. 1. Go to www.dynonames.com and create an account and spend $8 to buy the domain name of your choice--provided it's available.
2. Go to www.surfspeedy.com and purchase the cheapest domain hosting. They will tell you what your DNS is. Go back to Dynonames and change the DNS on your domain name to match what SurfSpeedy told you. Within 48 hours, your domain should be operable.
3. Get an html editor. There are plenty of free ones. Or use the built-in editor that comes with your web hosting. Create your web page(s). Publish them as directed with the html editor. If it doesn't tell you how, then get SmartFTP or CoreFTP (freebies) and follow the directions to copy the files you created with the html editor up to your new website.

checkout http://www.godaddy.com/ for low price domain names AND hosting plans, but remember, it is not meant for large websites, just personal small scale websites, the lowest price plan is only 4 dollars a month, and its pretty attractive for startups. Once you have the domain name set and the hosting set, and when you have your website pages ready, use any of the available ways through godaddy (online file management system) or FTP, go to the control panel of godaddy account (or whatever hosting company you choose) lookup FTP settings, make an account, then using an FTP client like SmartFTP, Dreamweaver, or even IE, upload your files, make sure your homepage is on the root folder and it is named index.* or default.* (* stands for htm, html, php, aspx...etc)

You can either contact your ISP, which typically gives you a webpage, or you can register your own domain, and have someone else host it for you. Check out godaddy.com for that information. Good luck.

Firstly choose which type you would like to do: dynamic (registration, forums, etc...) or static (like blog - pictures and text). Secondly find free or paid hosting. Thirdly create your pages. Upload them to server. Now just go to that page and check. Good luck.
