Last week she took pictures of our garbage cans because they weren't put away (on garbage day).
Today the police came to tell me my car was hanging into the sidewalk too much. We know who is doing it because the police tell us who it is. They're familiar with her because she was the same way with her old neighbors too.
She's seeking revenge on us because somebody called the police on her for something, and she assumes it was us (heck, maybe it was her old neighbors, or her neighbors before that getting revenge).

Unfortunately, she will call the police even if I try to make a peace offering -- she'll say I was trespassing to bring cookies. I've tried the "kill 'em with kindness" approach, I've told her I never called the cops on her for anything, tried ignoring her, tried yelling at her. I even tried talking to her with my son in my arms, but she just ignored me and walked inside her house (this was while she was taking pictures). I'm not willing to waste the time of the police officers with petty violations. The homeowners association wrote her up for violations and she's told them "F*** you, I'll do what I want" and what can they do about it? Fortunately, she's moving, but I know it's not going to stop once she's moved.
I spoke with the police and they said she can call in a complaint and they'd have to write a ticket & it'd be my job to defend myself in court.
She's in her 40's. I'm very familiar w/the state laws and there's no harassment law against her actions.

when the police come have a great big sence of humor (they like that) and be like 'hey what did I do wait till after breakfast to brush my teeth'. Make them laugh, and get them on your side and then say 'on a serious note I know you guys are busy and we are law abiding citizens that have never been in any 'real' trouble, what can we do about this lady?' the police will start having the dispatcher screen the calls from your area!

if you go to her house to talk to her take your son, old women love babies-even if they are cranky!

Seems like you need to learn how to bake. This is suck-up-and-be-the-bigger-person time, if you ask me.

Bake some cookies (a few different kinds in case she's REALLY nuts and doesn't like chocolate or something), and bring them to her as a peace offering. Maybe sit with her and have a talk, give her your number, tell her you never called the cops on her, and ask her to call if there is ever a problem.

Clear the air and make nice, because if you call the cops over dumb stuff, too, the situation will just get worse. You do still have to live there.

Confront the nosey neighbor and ask that she stop calling the police for every little thing. If she
sees that someone is breaking into your house or it is on fire then feel free to call the police. If she keeps doing it then consider it stalking and file
a charge against her.

If you go over to her house on good terms and communicate with her that you didn't call the police, maybe she will be nice. Also, let her know that if there is anything she has a problem with to please call you instead of the police first and that you will try to be accomodating. If you just don't say anything, she will go on believing you did it and think that you are a jerk, but if you go over there with a friendly neighborly attitude, it might just work. I always try to stay on the good side of neighbors since they do live right next door. Even if I can't stand them.

Maybe if you haven't properly met them yet, go over there with the intention that you just want to introduce yourself and say hi. That usually helps.

Police will grow weary of her petty accusations eventually.

I'm surprised she'd not been cautioned for wasting police time!
