Older model foreign cars used smaller tires.

The Subaru Justy used this size tire in the early 90s.

In the U.S. only the micro-mini imports of the late 80's-early 90's used this:

Ford Festiva, Geo Metro, Subaru Justy, and I believe the Yugo. There might have been one or two more. As these cars are rapidly disappearing from American roads this tire size is becoming increasingly obsolete and difficult to find.

12 inch tire the only car i know of was the old yugo i dont think they make them anymore
