It's called SPAM, and a nickle out of your pocket...since most plans charge for text messages, incoming OR outgoing.

The provider for my work phone has blocked texting (inbound and outbound), but will still send texts from itself offering services, etc, on the odd occasion.

In this case, it is simple SPAM, and to be ignored...or blocked.

I recieved messages just like that on my cell phone actually. I called my wireless provider and told them about this matter, so they changed my number.
