It is ordered that the primary residence of the child shall be _____ and surrounding counties, and all parties shall not remove the child from ______ and surrounding counties for the purpose of changing the primary residence of the child until modified by further order of the court of continuing jurisdiction or by written agreement signed by the parties filed with the court. It is Ordered that this geographical restriction on the residence of the child shall be lifted if, at the time -Mother- wishes to remove the child from ______and surrounding counties of changing the primary residence of the child, -father- does not reside in ______and surrounding counties. I am the mother......can I just move? or do I have to go to court?

If the father lives in the county stipulated or in one of the surrounding counties, then you have to go to court to get it changed. If he doesn't live in the stipulated county or one of the surrounding counties, then you can just move.

I think you mean geographic restriction.

I'm not a lawyer, but I interpret this as saying you need to go to court. Right now, the order prohibits ALL parties (including you) from changing the child's primary residence.

If you want to move, you can only do so without going to court if the father has already left the area (_____ and surrounding counties).

That's my interpretation. I would suggest you visit with an attorney, though.

It appears to me that you must stay within the counties of "X". The surrounding counties would be each county that borders "X" county. You do not need permission to move into those counties. Modifications are only necessary when you are moving away from "X" and the surrounding counties, at which point you will need to go to court for modifications.

This sounds like a restriction for the custodial parent in a divorce case which would prevent the him or her from moving far away from the other parent. If you are on your own, you can go where you want.
