yes. they call it the d-league sometimes. some rookies play in it then come back up to the pro team. I watched a game before a lakers game at staples center. it was free w/ tickets for the lakers game. it was open seating too. jordan farmar became the first player ever to play in a d-league game and an NBA game in the same day. i think he did it 3 times. they have a d-league allstar game too.

Yes, and they recently expanded. Several D-League players have made the move to the NBA
