Yes it was wrong, and you need to talk to the Dean of the college and the Ombudsman about it.

Lets assume that you are telling the truth for a moment. In that case, regardless of whether it was ethical or not, did it change YOUR behavior? Some people need a physical reminder to help them do the right thing. If you haven't failed since, and you don't plan to fail again, then I'd say it did you some good.
Was it ethical? If you are 18 or older, you have the right to consent, and it sounds like you chose to consent by going across his lap. If you didn't go across his lap, you were going to fail. That, too, was your choice for not handing in your assignment on time. At any moment, you could have asked to walk out the door. If you don't like the choice between a failing grade and a spanking, maybe you should endeavor to not have any additional failing grades.
Now, if you are making this whole story up, I think you definitely NEED a spanking for that. Just let me know if I can be of any assistance. :)

Seriously, this is the only reason Yahoo keeps its chat rooms open. Why not try that instead of on Answers? You can have all the kinky conversations you want on there without wasting Answers points and having your profile removed for abusive behavior.

What the hell would you do that for> What a perv. You need to go straight to the president of the college/university and tell. Also tell the police. That is total sexual harassment. I feel bad for you. Don't put up with that.

I think you are either fantasizing about him. Or you are screwing him and don't want anyone to know. It is skanks like you who screw their professors and make them lose respect for other women students who work hard and keep their dresses down. Don't waste the communities time with your ****.

Are you for real? Of course this is wrong. He needs to be reported. Go to the dean. Go to the press if you need to.
That is so wrong. He should be fired immediately for his grotesque behavior.
